Responsible Service of Alcohol training in Victoria will change from Wednesday, 1 July when the nationally accredited RSA qualification (SITHFAB002) will become the only one recognised in Victoria.

The RSA qualification (SITHFAB002) is mandatory for licensees and staff selling, offering or serving liquor for general, on-premises, late night and packaged liquor licences. It can be obtained be face-to-face or online from an approved Registered Training Organisation (RTO) .

Students completing an approved SITHFAB002 course receive both a Certificate of Attainment and a Victorian Commission for Gambling and Liquor Regulation (VCGLR) branded Certificate of Completion. Hospitality workers who are required to provide a copy of their RSA certification to employees need to ensure they provide their VCGLR RSA certificate. The SITHFAB002 certificate or any other certificate is not accepted during an inspection of a licensed venue.

Those who have already completed the Victorian RSA course prior to 1 July 2021 and have a VCGLR branded certificate do not need to update to SITHFAB002 but need to complete the free online RSA refresher course every three years.

Hospitality workers who obtained their SITHFAB002 qualification in a different jurisdiction will need to complete the free online Victorian RSA bridging course to ensure interstate students know Victorian liquor laws and requirements and are issued with a VCGLR certificate.

Licensees and staff who are subject to mandatory RSA requirements have one month from the date they first sell, offer for sale or serve liquor on a licensed premise to complete an approved RSA training course.
